Police Visit Log to a C2 Business operating as C3 in tactical breach of Covenant

Warning - The Councils Lie when they issue C3 - no material change of Use Certificates to get around C2 Use full planning applications. They do this under instruction from Govt. This site shows the material change and is not conjecture , the dismissal the Council hide behind prior to certificate issue and reckless opening. (Manufacture of emotive argument and children placed at risk of disruption by Legal Enforcement Action).
And yet The Certificate was obtained using false information in this case - The false "Owner" declaration in the planning application form (ticking "Owner" on 21 May 2024 when the applicant was not the registered owner) is a criminal offence under section 65(6) of the Town and Country Planning Act 1990 (TCPA 1990):
The Planning Certificate was obtained using false information and the Council and then the LGO ignored this with formal whitewash responses (the outcome would not have changed planning decision rhetoric repeated when it is a criminal offence!). Two Applications were made in 1 month with the same false information, one in Huddersfield and another miles away in Cleckheaton , for the same provision and expansion. That false information is a criminal offence on Application forms.
The Law Broken
The false "Owner" declaration in the planning application form (ticking "Owner" on 21 May 2024 when the applicant was not the registered owner) is a criminal offence under section 65(6) of the Town and Country Planning Act 1990 (TCPA 1990):
"If, for the purpose of procuring a particular decision on an application (whether by himself or another) for planning permission or any other consent or approval under this Act, or on an application for a certificate under section 191 or 192, any person knowingly or recklessly— (a) makes a statement which is false or misleading in a material particular; (b) with intent to deceive, uses any document which is false or misleading in a material particular; or (c) with intent to deceive, withholds any material information, he shall be guilty of an offence."
- Penalty: Fine up to £5,000 (level 4 on the standard scale) on summary conviction, or unlimited fine on indictment.
- This is a criminal matter — you can report it to West Yorkshire Police (WYP) or Kirklees Enforcement for investigation/prosecution. The CLPU could be revoked under section 193 TCPA 1990 if based on false information.

Likewise Ofsted (against its own policy) registered the home when it was known Legal Action was underway and how the certificate was obtained, action to prevent private Business Use of the property in direct contravention of its strict Covenant restriction.
This is what the Public have had to suffer as Property Law is undermined in England (Only). It has collapsed trust in Authority across the Community - a Corporate partner supported in these actions that distort and corrupt due process. This is why the case is published on the Internet in the Public Interest. Every single Authority has been silent and or sided with the deliberate breach and ignored the false information. This is a Spen Constituency case.
The Police tried to object in this case but inside this planning deception , using Certificates and Permitted Development pathways (Lichfiled does them in full stealth / hidden mode), although the word 'object' appears against the Police input , these become ONLY comments in this engineered process.
The same applies to neighbours , they cannot object only comment because a C2 Planning Application has not gone in. That is just one of the UK (England) State deceptions that now see Public trust collapsing and the latest Gallup poll showing trust in the Police and Courts in full retreat. Only England Property Law is corrupted in this way.

The Planners dismiss the concerns under conjecture prior to them happening. This page is a reality and integrity check for Kirklees Council and its Govt. Planning Agents. Authority engaging in Gaslighting and using one Law (planning) to undermine another (Property) to do it.
In reality the nuisance from Police visits throughout 2025 has been enormous - These included a 4 hr cordon (April 23rd 21:00 - 01:00) around the property that resulted in multiple neighbour gardens being searched and entered by Officers and in the latter stages a sniffer dog brought in. This was to stop an anticipated breakout of a child it is thought after a family meeting at the home earlier that day. From the afternoon of the meeting a Police van attended initially. It is understood that after this evening text messages were received in the home regarding a possible breakout / in. The police followed up the next day asking for cctv footage.
One Month later in May 2025 another intrusion occurred where the Police (a WPC this time) demanded to search a neighbours property in the daytime (Saturday). Few details were given other than looking for a missing child somehow linked to the home but not resident at it. The Police search of the neighbours property took place with a narrative that a missing child had given it as their address.
In June on a sultry hot night Police vehicle left outside the business with engines running in the early hours.
The Log is a must requirement as there have been over 10 Police visits to the site in 2025.
The Care Home Director stated (signed as true again) in September 2025 words to the effect that the Police had visited once to the site and this was in error. That is why the page is released to the Public to show what Beneficiaries will face.
He now raises with the Court that I accused him of a Criminal Offence in obtaining the engineered planning Certificate through his vested interest partners (The Govt.). This is true.
